Biography of

Commodore Jesse Harrup
National Directorate Commodore for
Recreational Boating Safety

Jesse has over twenty-seven (27) years Commonwealth of Virginia state service to date and is currently employed as a Senior Budget Analyst for Virginia State University in Petersburg; other state and non-state positions and employers include: VA Dept. of Transportation/Business Manager, VA Department of Taxation/Fiscal Director, VA Department of Corrections/Assistant Comptroller, Budget Manager, General Accounting Manager, and Asst. Budget Director, VA State University/Cost Analysis Manager & General Accounting Manager, H.W. Davis State Medical Center/Senior Budget Analyst, Correctional Services Corporation/Budget Analyst , and Zeiss Optical Company/Assistant Product Manager, Industrial Engineer and Manufacturing Quality Control Technician.

With over thirteen (13) years service, he remains in the U.S. Coast Guard Auxiliary [ USCGAUX ] as the National Directorate Commodore-Recreational Boating Safety contributing over 700 mission hours per year on average. Other USCGAUX offices held include: National Department Chief of Boating, National Deputy Department Chief/Boating, National Boating Dept. Division Chief, National Boating Dept Branch Chief, District Staff Officer/ME-05SR, Asst. District Staff Officer/L-VA-05SR, Flotilla Commander/05SR, Flotilla Vice-Commander/05SR, Division Staff Officer/VE 05SR, and Flotilla Staff Officer/VE and FN.

He is a graduate of both Virginia Commonwealth University in Richmond, and The Richard Bland College of the College of William & Mary in Petersburg, VA., earning a B.S., Business Administration/Economics, and an A.A., Business Administration, respectively. Additionally, he has MBA graduate level work and classes in accounting at Virginia Commonwealth University (VCU), Richmond, VA. He holds a Government Financial Manager (CGFM) certification under the auspice of the Assoc. of Govt. Accountants, Alexandria, VA, and is a graduate of both the Commonwealth of Virginia Management Institute, Richmond, VA, as well as the first graduate of the first graduating class of the Leadership College, U.S. Coast Guard-Aux., 5th District Southern Region, Yorktown, VA.

Accomplishments and awards include, but are not limited to:
Board of Directors-Commonwealth of Virginia Managers Association (CMA)-Elected:1995, 1996, 1997, Chairman-Central VA Boating Safety Coalition-Elected: 1996, Presidential Certificate of Outstanding Service/Business Operations-VA State University, 1983 and VA Secretary of Public Safety Appointee for CVC direction to Public Safety & Natural Resources Agencies, 1993. Vessel Coxswain, Operational Auxiliarist (AUXOP), Multiple National Commodore Operations and Vessel Examinations Awards, Best Flotilla in the Nation Award and multiple USCGAUX Commendation and Meritorious Service medals and ribbons.

Jesse was born in Petersburg VA, raised in Stony Creek, VA, moved to Colonial Heights, VA in 1976 and has lived in that city ever since. He has: one son-35, two grandsons-ages 9 years old and 16 months old, is "American by birth; native Virginian by the grace of God" and enjoys boating, golf, basketball and softball.
